Thanks Jonni. I used recycled plastic materials. The back base is a plastic plate. Using a glue gun tip, put holes of the rim of the plate and inserted the plastic balloon sticks and glued them to a medicine cap. The end bits were bristles from an old duster brush. Then painted them with acrylic paint.
